Training and Consultative Seminar for Personnel Service Officers of the Khatlon Region Police
On August 17 of this year, a working group from the Personnel and Human Resources Department of the Ministry of Internal Affairs of the Republic of Tajikistan held a training and consultative seminar for personnel units of the internal affairs agencies of Khatlon Region. The seminar aimed to review and study the recently adopted Resolution of the Government of the Republic of Tajikistan “On Approval of the Regulations on Service by Private and Commanding Personnel of the Internal Affairs Agencies of the Republic of Tajikistan.”
It was noted that these Regulations govern the procedure and conditions of service in the internal affairs agencies of the Republic of Tajikistan and define the legal status of internal affairs officers.
As part of the event, Deputy Head of the Personnel and Human Resources Department of the Ministry of Internal Affairs, Colonel of Militia Karimzoda Eрадж Хотам, along with members of the working group accompanying him — experienced personnel officers of the Ministry and specialists in this field — delivered training, instructional, and methodological presentations.
The responsible officials provided detailed information on the legal foundations and scope of the Regulations, as well as the reductions, amendments, and additions introduced therein.
During the seminar, participants reviewed the procedures for joining the internal affairs agencies, the rights and duties of officers in the course of their service, organizational structure and personnel requirements, procedures for transferring to another position, being placed at the disposal of the personnel department, payment of allowances when taking leave and being sent on official assignments, departmental and state incentives, personnel placement procedures, as well as other requirements and innovations stipulated by the Regulations.
The seminar participants actively engaged in discussions, asking questions and receiving methodological recommendations from specialists on addressing issues they encounter in practice.
In addition, the Regulations on the Personnel Reserve of the Internal Affairs Agencies of the Republic of Tajikistan were studied during the training and consultative seminar. It was emphasized that compiling a personnel reserve list is a requirement of these Regulations and is necessary to ensure the timely filling of vacant managerial positions in all divisions of the Ministry of Internal Affairs.
At the conclusion of the training event, participants were instructed to organize their service activities in accordance with the above-mentioned documents, monitor compliance with discipline and the law among personnel, and pay particular attention to the level of knowledge of candidates. This approach will help ensure that the internal affairs agencies are staffed with employees who possess the necessary knowledge and demonstrate a high level of discipline.
In addition, participants were once again informed of the instructions and directives of the Minister of Internal Affairs of the Republic of Tajikistan, Colonel General of Militia Rakhimzoda Ramazon Hamro, concerning the organization of foreign-language studies and the reading of recommended literature and works of fiction, including the organization of “Shokhnomakhoni” events — readings of works from the Shahnameh.
